Why increase Charm efficiency? Will it be enough to make skill usable?
In original version Charm could convert 2 times less creatures than Diplomacy. Using Diplomacy to convert creatures costed player half price. Player had choice - to convert X creatures for free or to convert 2*X creatures for the price of X creatures. It means that if player used Diplomacy he/she got X creatures for free (just like when using Charm) + X creatures for full price. If player used Diplomacy skill against creatures he/she needs, there is no doubt Diplomacy was more useful than Charm.

Now, when Charm can convert 2*Y creatures comparing to 3*Y creatures from Diplomacy, it meant that player can always get 2*Y creatures for free + Y creatures from Diplomacy for 1.5 price. Extra creatures now cost 150% of their price - the choice between Charm and Diplomacy becomes not so obvious.

Mage with charm is obviously more useful in battle than lord with diplomacy. But extra creatures from nobility and extra income from estates can be very useful sometimes. And lord can chose to switch to one of the advanced classes with magic or scouting and have very useful bonus.
